Promise par le candidat Macron aux présidentielles de 2017 la réforme du « 100 % Santé » est initiée depuis le 1er janvier 2019 et a dès à présent des impacts sur le quotidien des salariés bénéficiant de soins dentaires ou en recherche d’appareils auditifs.

Cette réforme consiste à supprimer les sommes qui restent à charge pour les prothèses dentaires, les lunettes et les aides auditives qui rentrent dans le cadre des « paniers 100 % santé » définis par les pouvoirs publics. Ces paniers ont été déterminés en deux ou trois classes d’équipement selon le périmètre, détaillé comme suit :

Un panier 100 % santé : 

  • Mise en place de prix limite de vente (PLV) en optique et audioprothèse et de tarifs plafonds en dentaire,
  • Revalorisation ou non de la base de remboursement Régime Obligatoire (Base RO).

Un ou deux autres paniers :

  • Panier de soins à tarifs maîtrisés,
  • Panier à tarifs libres,
  • Baisse ou non de la Base RO.

Gerep vous propose un 1er « point d’étape » de la réforme qui s’étalera jusqu’en 2023. Nous consacrons cet article aux effets visibles, dès 2019, du 100 % Santé. Sont concernés les audioprothèses (1er janvier) et le dentaire (1er avril) mais pas encore l’optique. Explications.

With sickness absences going up constantly over the years, the cost for Social Security has now passed the EUR 10bn mark. The government has now decided to search for innovative solutions to help stem the upward trend in Social Security Daily Benefits (in French IJSS). Over the last 12 months there has a been a succession of reports, information leaks and proposals on reforms more or less ready for implementation. Various ideas have been mooted but one thing is clear: employers will have to pay. Whereas the first ideas coming out of the Oustric-Bérard-Seiller mission aim at getting some companies to pay, not the slightest thing has emerged in favour of companies being responsible for prevention.

On 1 January 2019, the two private-sector, second-pillar, mandatory pension schemes Arrco (for non-managers) and Agirc (for managers) merged into a single scheme known as “ARRCO-AGIRC”. The impact of this merger goes far beyond the mere question of complementary (second-pillar) pension rights and contributions. It may well affect the whole range of complementary social protection schemes. This is because most company schemes today make a distinction between management and non-management employment status. These statuses are the ones most generally accepted objectively by the social-insurance collection agency URSSAF (provided they are used correctly). Merging these two pension funds appeared to have opened the door to simply doing away with these two statuses resulting in total upheaval within the whole range of social protection and retirement savings schemes. However, a letter published recently by the Social Security Directorate (the DSS) has calmed the troubled waters. Here are some answers to outstanding issues.
